1. Pursuant to the provisions of reference (a) Subject,
hereinafter referred to as Petitioner, filed enclosure (1) with
this Board requesting, in effect, that the applicable naval record
be corrected to establish entitlement to an Enlistment Bonus for
2. The Board, consisting of Mr. Ruskin, Mr. George, and Mr.
Exnicios, reviewed Petitioner's allegations of error and injustice
on 22 September 2014 and, pursuant to tts regulations, determined
that the corrective action indicated below should be taken on the
available evidence of record. Documentary material considered by
the Board consisted of the enclosures, naval records, and
applicable statutes, regulations and policies.
3. The Board, having reviewed all the facts of record pertaining
to Petitioner's allegations of error and injustice, finds as
follows:
a. Before applying to this Board, Petitioner exhausted all
administrative remedies available under existing law and
regulations within the Department of the Navy.
b. In correspondence attached as enclosure (2), the office
having cognizance over the subject matter addressed in Petitioner's
application has commented to the effect that the request has merit
and warrants favorable action.
CONCLUSION
Upon review and consideration of all the evidence of record, and
especially in light of the contents of enclosure (2), the Board

RECOMMENDATION :
That Petitioner's naval record be corrected, where appropriate, to

a. Annex B to the DD Form 4 is dated “30 April 2007”, vice “10
August 2007". This change establishes entitlement to the following
enlistment guarantees:
Option (1) Sonar Technician (STG/AEF) School Guarantee
Option (2) Enlistment Bonus (EBSR) Source Rate $6,000.00
Option (3) Enlistment Bonus (EBCC) College Credits $3,000.00
b. Note 1: Relief of EBSR amount noted above is granted though
GENADMIN 171200Z Mar 07 which was the message in effect when the
Petitioner reclassified only authorized $5,000.00 for STG rating. Per
an email from SC i BOPERS pmo (Production
Management Office) to ce oe W130D2 dated 10 July 2014,
“Enlistment Bonus was authorized specifically for reclassification to
STG/AEF only, and it was communicated via separate email and not
through PMO Reclassification Matrix. Due to the flood that happened
in 2010 in Millington, PMO lost a lot of historical data, to include
ehHis one.”
c. Note 2: Petitioner has already been paid $1,200.00 of the
total $9,000.00 bonus he’s entitled to.

(provided all EB criteria have been met).
d. The Navy Personnel Command (PERS-811), PSD Charleston, or
